Funding & Transparency
The Governor’s Institute is committed to transparency and responsible stewardship of public and private resources. Many of our programs and initiatives are supported through a combination of federal, state, local, and private funding sources. Funding disclosures are provided below in accordance with applicable federal requirements, including the Stephens Amendment.
Federal Funding Disclosure
The Governor’s Institute receives funding through grants and contracts administered by the North Carolina Department of Health and Human Services (NCDHHS) and supported by federal funding sources.
For Fiscal Year 2027, the Governor’s Institute’s funded initiatives have an estimated total budget of $4,560,064.
- Federal Funding: $4,305,369 (94.41%)
- State Funding: $54,583 (1.20%)
- Non-Governmental Funding: $200,111 (4.39%)
Programs supported through these funds include behavioral health workforce development, substance use prevention and treatment initiatives, perinatal substance use services, military and veteran behavioral health programs, public awareness campaigns, training and technical assistance activities, and related statewide initiatives.

Behavioral Health & Addiction Medicine
Funding supports professional education, conferences, training programs, technical assistance, workforce development, and evidence-based practice implementation related to substance use prevention, treatment, recovery, and behavioral health.

Perinatal Health
Funding supports education, technical assistance, referral services, provider training, systems coordination, and recovery support initiatives serving pregnant and parenting individuals impacted by substance use disorders.

Prevention & Community Engagement
Funding supports public awareness campaigns, prevention initiatives, educational resources, community outreach, and collaborative efforts designed to improve health outcomes and strengthen communities.

Awareness & Engagement
Funding supports communications, evaluation, learning management systems, publications, stakeholder engagement, and technical assistance activities that strengthen statewide initiatives.
